Could anyone point me in the direction of work that’s being done to define the requirements for a free web application. I’m particularly interested in thoughts about data security and portability.

The FSF published the AGLPv3 license and it is being used by people who care about that sort of thing. There seems to be some people in Debian who think it is non-free.
You should also talk to Luis Villa. He’s done some pretty serious thinking about this topic.
